On a standard rectangular NR lot, the 39 by 39 foot pack generally needs at least 49 feet of lot width. A 45-foot width applies only to lots under 5,000 square feet inside the adopted frequent-transit service area. Base depth is generally 59 feet without a rear alley, 54 feet on a qualifying small frequent-transit lot, or 49 feet with a rear alley, before any narrow-right-of-way or parking depth. Exact parcel matching is not active yet; the placement engine and cohort envelope test now exist, and source-coded negative alley evidence is available, but frontage ROW width/arterial facts, narrow-ROW curbs, positive rear-alley attribution, survey, access, utilities, drainage, waste, trees, ECA, fire access, parking, and title inputs still control.
